The U.S. Department of State has officially debarred 17 individuals following their convictions for violating or conspiring to violate the Arms Export Control Act. The announcement, published in the Federal Register on August 19, 2025, underscores the Department’s commitment to safeguarding the integrity of U.S. defense trade.
The statutory debarment, enacted under Section 127.7(b) of the International Traffic in Arms Regulations (ITAR), prohibits the listed individuals from participating—either directly or indirectly—in any activities governed by ITAR. This includes brokering, exporting, or temporarily importing defense articles, technical data, or services into or out of the United States.
The action was coordinated by the Department’s Office of Defense Trade Controls Compliance, part of the Bureau of Political-Military Affairs, in collaboration with the Department of Justice, Homeland Security Investigations, and the Federal Bureau of Investigation. The debarment is based on criminal convictions handed down by U.S. courts.
Each person named in the notice will remain debarred unless and until the Department approves a formal request for reinstatement. The State Department urges all entities involved in defense trade to remain vigilant and ensure full compliance with export control laws, particularly by avoiding any engagement with debarred individuals.
