U.S. Department of State Offers $5 Million Reward for Information on Sinaloa Cartel Leader “El Ruso”

WASHINGTON – The U.S. Department of State has announced a reward of up to $5 million for information leading to the arrest and/or conviction of Juan José Ponce Félix, also known as “El Ruso,” a high-ranking leader of the Sinaloa Cartel.


The reward is offered under the Narcotics Rewards Program (NRP) and targets Ponce Félix for violations of U.S. narcotics laws. According to the FBI, he is the founder and leader of Los Rusos, the armed wing of La Mayiza—a powerful faction within the Sinaloa Cartel, which is designated as a Foreign Terrorist Organization.


La Mayiza, co-founded by Ismael “El Mayo” Zambada Garcia, is responsible for the production and trafficking of fentanyl, cocaine, marijuana, heroin, and methamphetamine from northwest Mexico into the United States.


Ponce Félix has been indicted multiple times over the past decade in the Central and Southern Districts of California on charges including racketeering, drug trafficking, firearms offenses, and money laundering.


This reward is part of broader U.S. law enforcement efforts to combat transnational crime and bring fugitives of foreign terrorist organizations to justice. The initiative aligns with the “America First” priorities of the current administration.
