Mexico Commits to Boosting Rio Grande Water Deliveries to Meet 1944 Treaty Obligations

WASHINGTON, D.C. — April 29, 2025 — Following high-level discussions between the United States and Mexico this April, the Mexican government has pledged to take immediate steps to reduce the shortfall in its Rio Grande water deliveries to the U.S., in line with its obligations under the 1944 Water Treaty.


The announcement comes as both nations work to close the gap before the end of the current five-year water cycle, which concludes on October 24, 2025.


In the agreement, Mexico committed to a series of actions aimed at increasing the volume and reliability of water deliveries. These steps include:


Immediate water transfers at Amistad Dam, with additional monthly transfers planned at both Amistad and Falcon Dams—key international reservoirs.


Increased allocation to the U.S. from six Mexican tributaries of the Rio Grande, as outlined in the 1944 treaty.


Supplemental water deliveries from the San Juan River, pending U.S. approval to ensure the water can be put to beneficial use by stakeholders in Texas.


These new commitments are in addition to the 110,000 acre-feet of water Mexico has already delivered since the start of the current water year on October 25, 2024.


As part of continued bilateral cooperation, Mexico and the United States have agreed to reconvene in July to evaluate hydrologic conditions and the impact of these measures. The two countries will also hold ongoing meetings to finalize a plan that addresses the existing delivery shortfall and ensures regular and dependable water transfers in the next five-year cycle.


The United States welcomed Mexico’s diversified delivery approach, a move requested by stakeholders in Texas who rely on consistent water supplies from the Rio Grande.


Officials say the agreement demonstrates a shared commitment to managing cross-border water resources responsibly and collaboratively under the framework of the long-standing 1944 treaty.
